Also a superior networking expert, being able to keep a close eye on every single member of the Kings of Monte Carlo. Should they defect or betray him, they would be dead within the hour. Naturally skilled with numbers, and thus a wise businessman.
Equipment: His cane comes apart into a .32 pistol and a short sword. Concealed .45 revolver, concealed 9mm pistol, concealed butterfly knives, one visible bowie knife.

Appearance: Most of the time, wears a white dress shirt, white suit coat and pants. Wears two gold necklaces and one gold choker, gold aviator shades, one diamond earring, and an engagement ring.
Personality: Controlling, can be charming and social if he must, otherwise introverted.
Bio: Paulin was orphaned as a child, and took his name from the orphanage, Florestan. He left the orphanage when he was 15. He stabbed another child, was tried as an adulty, and put in prison for five years. In prison, he met a former crime lord, his cell mate. This was a man who had been in prison for twelve years, and would be for another nine before he would die. He often reminisced aloud, and Paulin decided he could become a crime lord, try not to make the same mistakes. When he got out, he studied international trade, business, and networking. He was a legitimate businessman for a few years, until he began to deal drugs on the side. This is how he met Vincent, who was his supplier at the time. Eventually they grew into a small enterprise, at which point Paulin arranged to win a fake lottery, and used that as his cover to "retire." From there, they formed the Kings of Monte Carlo, a vicious gang who took behind-the-scenes control of many of Monte Carlo's casinos and a few night clubs. Edouard was an unfortunate bouncer of one of these night clubs who lost control of himself while being harassed by four potential entrants. He ended up stabbing three of them to death, and was thrown in prison. Paulin anonymously bailed him out and decided his fragile mental state made him an easy target for brainwashing. He contracted a geneticist to alter Edouard into the cleaner, and had him lobotomized and re-educated to be essentially Paulin's slave. Eventually, one casino owner busted them, and the authorities launched a full-scale operation to kill or arrest Paulin, Vincent and The Cleaner. He escaped on the King's Pride and worked internationally from the middle of the ocean until he decided he needed a city to work from. Vincent chose Gotham and worked to assemble a new Kings of Monte Carlo.
Significant relationships
The Cleaner - Paulin's "pet mutant." Is his muscle most of the time, being able to move quickly and quietly, and being strong enough to partially lift a car. Was once a violent psychopath named 'Edouard,' has no memory of his previous self.
Vincent Lemieux - The Face. Paulin's best friend and right-hand-man, often his public ambassador. Beyond being very persuasive and charming, is also a great shot, and superb lockpicker and hacker. Also a skilled tactician. Used to plan heists.
He would likely hire some of the for-hire villains, such as Deadshot. Paulin just arrived in Gotham, he wouldn't have any relationships within Gotham yet.
No family, never had any. Was orphaned and never adopted.

Armaments: Many hidden weapons on board, such as pistols, shotguns, rifles. Below deck is a safe, with walls of 4-inch-thick steel, containing a cache of weapons, including assault rifles, sniper rifles, light machine guns, and rocket launchers.
Abilities: Armored hull, multiple security systems, armed guards.
Vehicle Name: Lamborghini Veneno
Type: Sports car
Armaments: Two SIG SG 550s hidden underneath the seats, one M60 machine gun and one Milkor MGL grenade launcher hidden behind the seats. Armor and windows bulletproof even to a .50 caliber sniper rifle.
Abilities: Engine capable of taking the car to 140 miles per hour, nitrous, stealth-fighter technology making it undetectable by radar, infrared, RF, and sound.
Vehicle Name: Hawker 900XP
Type: Private jet
Armaments: Heavy armor, small weapons cache of 8 SIG SG 550s. Hidden machine guns near the bases of the wings, operable from within the plane.
Abilities: Can jam anti-aircraft targeting, communications, and even disable other aircraft. Has a cache of 84 flares. Highly maneuverable, even being able to perform many advanced fighter tactics, such as aileron rolls, lag displacement rolls, and Herbst maneuvers.
Audition post
The Monegasque stepped off of the King's Pride and looked upon Gotham Harbor. To either side of him, men of the Kings Of Monte Carlo were working to unload crates. Within the wooden crate were more containers, locked steel boxes containing cocaine, weapons, and other illegal materials. The rest of Gotham Harbor had been arranged to be empty, and so it was. No boats, no people, no police. There was barely even any traffic around the place. A number of 2011 Ford Crown Victorias, modified police cruisers, would soon be leaving the harbor, used to transport the Kings'... various goods. Beside Paulin, two men stepped up- the man to his right was Vincent Lemieux. Vincent's face was long and slender, his cheekbones deep-cut, his lips thin. His blue-green eyes did not smile when his mouth did.
"A new beginning, Paulin," The Face said in his light, velvet voice.
"It may be," Paulin responded. "But there's much to worry about here. Black Mask, Joker. I wish you'd chosen somewhere else."
"You know as well as I do, this is where we can go. Lots of corruption, lots of crime. It is best to be another drop in the bucket."
"I know. But I still don't have to be happy about this place. This is not a place to be happy."
To his left, The Cleaner listened, an ape of a man. The Cleaner had long, thick arms and legs, a barrel chest, and a strangely round head. He was hairless all over, and had milky white eyes, blank, oblivious, that almost stuck out of his head. His lips were thick and his nose was wide. The Cleaner was ugly, and this was by design.
"Cleaner," Paulin ordered. "Help load and unload crates. The faster we can begin operation, the better." He lit a cigar and sighed out smoke. "We must establish ourselves before the night falls."
"Because bats love the dark," Vincent mused.
NOTE: I only put Black Mask and Joker in there because they were the first villains who came to mind.
Plot
If I came up with a plot now, it wouldn't be nearly as good as any of the plots in the Episode List. Perhaps later, when Paulin is better-established in the RP universe, I could. But for now, I'd like to be part of this plot:

Plot: Batman has accepted Stephanie Brown as the new Robin, but it is a partnership destined to end in disaster and tragedy when, desperate to regain his approval, she accidentally sets in motion events which will tear Gotham apart.
I do have a couple of ideas.

Villains: The Monegasque, Deadshot, Deathstroke, any others who admins see fit.
Plot: The newly-arrived Monegasque aims high in his plans for Gotham, and begins to order the deaths of many politicians, much to the dismay of the crime lords whose pockets they reside in.
Now And Forever
Heroes: Batman, Talia Al'Ghul, any others who admins see fit.
Villains: Ra's Al'Ghul, Nyssa Raatko, The Monegasque, any others who blah blah blah.
Plot: When The Monegasque begins to hear rumors of men who never die, his interest is piqued. Little does he know the journey to the Lazarus Pit is a death wish, not to mention a right he would be stealing from the Dark Knight himself.
