He is also an expert on the Speed Force and it's conduits, and can manipulate it to his will rather effectively.

Description
Appearance: Eobard's costume closely resembles the Flash's costume, almost to being an exact copy of it. However, there are some slight differences, and some that are not so slight as well. A bright yellow coloration makes up the weave of the outfit, while the lightning bolt symbol on his chest is facing in the opposite direction, while also being red with a black background. Along the forearms and shins, the yellow has a darker coloration, almost pitch black, as if high heat has warped the colors.
Personality: Machiavellian and enigmatic, Thawne on the surface can be quite charming to the majority of those he meets. However, the thin veneer of sanity that he is able to maintain will often times, under great duress to him, cause his more volatile and psychotic nature to be revealed to those around him. Completely obsessed with not only destroying the Flash, but with all things to do with him, Thawne's obsession delves into the murderous, and sadistic. Rather than just outright killing Barry Allen, Thawne wishes to torture him in as many ways as he can.
Powers: Originally not possessing any connection to the Speed Force whatsoever, Eobard simply used a powered costume to achieve super speed similar to the Flash's, in a cosmetic way more than anything else. Later on it was a specific element, and then a device. Eventually however, he recreated the accident that gave Barry Allen his powers and was imbued with the powers of the Negative Speed Force. A reverse in nearly every single way to the hero he so idolized. While Barry runs and generates more and more Speed Force, every time Eobard runs he produces the Negative Speed Force. With it, he can infect those that are connected to the actual Speed Force. A more direct manner of looking at things would be Barry's Speed Force is a human body, a vessel of power, and Eobard's Speed Force is a cancer, infecting and killing off the host.
Imbuing him with all of the powers of the Flash, and a few more that come from his constant trips back and forth through time, Eobard isn't a foe to be taken lightly. Able to steal speed forcefully from other speedsters if need be, create afterimages, travel through time, time manipulation, stealing years from people to increase his youth, changing his own age whether it's through acceleration or reversal, even being able to steal someones appearance, erasing someone from the flow of time completely without any negative repercussions to himself, punching thousands of times per second, creating super sonic booms with a snap of his fingers, create tornadoes and siphon oxygen from the air, windmilling his arms to create forceful vortexes to push away opponents, etc. The list goes on and Eobard is limited only by his imagination in his ways to use his powers to extreme and deadly effect.
Significant relationships
The Flash - Nemesis. His reason for being, his existence and obsession. What started off as simple fascination soon turned into full fledged obsession of the most extreme kind, wanting to not only become the Flash, but to also replace him in every way shape and form. Not just taking up the Flash's mantle as the Scarlet Speedster, but to actually become Barry Allen in his entirety, going so far as to get plastic surgery to change his facial features and hair to match that of his idol. However, all things come to an end, and the obsession with the Flash soon turned murderous as well, and through the years it has morphed over and over again between wanting to kill him outright, to torturing him in the worst and most inconceivable of ways.
Hunter Zolomon - Former Partner. Hunter Zolomon (aka Zoom), harbored a fascination, nigh obsession, with wanting to make Wally West a better hero, believing that through tragedy, he would grow as a hero. He took to causing him all manner of pain in his life, from killing Wally's wife, to causing her to have a miscarriage with a supersonic boom from snapping his fingers. A coincidental meeting occured during such a time period where Eobard appeared during a battle between Hunter Zolomon, Wally West and the Kid Flash, on a cosmic treadmill with Jay Garrick chained to the front of it. Together, they tormented their respective obsessions, with Hunter using Eobard's actual speed to power the treadmill and go back in time to force Wally to watch his wifes death repeatedly. A short team up between the two, but one that is still important as it shows the synchronocity between the two Reverse-Flash's.
Audition post
Bright halogen bulbs streamed downwards from their perches upon the light poles that lined the street. A solitary street with only a few dilapidated houses on either side of it to give even the most remote hints of life, it seemed desolate and abandoned during the night. A steady wind howled through broken windows and broken doorways, ruined porches rotting and shifting with the buffeting gusts of air, creaks and moans from rotting wood filled the void of sound that permeated the air. The wind started to pick up just a bit more and the scent of ozone would tinge the atmosphere. Slight at first, but steadily growing stronger and stronger as time went on, seconds ticking by and seeming to stretch into eternity. The first crackle started, seemingly innocent at first. A single jagged bolt of red hued lightning arcing through the air from one side of the street to the next. And then another, and another, soon forming a thick web of crackling and radiant crimson electric sparks. A spiraling hole suddenly formed within the center of the lightning cascade, the wind picking up even faster now and causing the groans to increase in intensity as it did so.
A streak flashed from the center of the hole that had been ripped within the fabric of reality, racing down the street at a blinding speed, so fast that if one were to even remotely glance away or blink they would question it's very existence. A thick and roiling sound filled the air as soon as the streak exited the wormhole that had formed within the center of the street, a supersonic boom echoing outwards in all directions, taking out anything fragile enough, which on that street happened to be almost everything that was still standing. Doors were blown off of their hinges, windows that were still in tact rupturing and blasting inwards in millions of glittering razor sharp shards. A pained scream filled the void before the streak slowly came to a stop, miles upon miles away from the origin point of the hole that had been torn in reality.
Panting heavily, a figure leaned backward against a random rough hewn alley wall, small droplets of sweat sliding down his cheeks and dripping off of his exposed chin. A bright yellow suit clothed his figure completely, save for the chin. His hand hoisted upwards, a piece of technology upon his wrist being completely invisible to the naked eye emitted a low-level spray of lasers into the air, forming a holographic image of a face. Bland and nearly featureless, it hovered there like a ghost, awaiting input from the one that had summoned it. "Show me the year, the time... everything..." he spoke, voice slightly hoarse from the exertion that he'd just put forth into his jump in the timestream. A cultured tone greeted him. Soft, reassuring and nearly platonic in all manners, the voice of a woman carried out into the space of the alleyway for the yellow clad speedster. "The year is 2015 Eobard, and the current time is ten fifty-eight PM. You have arrived exactly as projected, though your deviation from the approach course has carried you to the heart of Central City rather than the outskirts as previously planned. Shall I make an adjustment to the ro-" Shaking his head quickly, the man in yellow cut off the artificial intelligence. "No that's enough. I know... my way around this place."
His breath came back to him at that moment as he stood up fully for the first time in a few minutes, his lips once having been drawn downwards while taking in large lungfuls of oxygen started to turn upwards at the corners. Bright blue eyes started to flash and crackle, thick red lightning bolts starting to form and arc around the sclera of his electric gaze, his entire frame starting to vibrate faster and faster until he appeared to be nothing more than a blurry outline of a man. "Run Barry... run..." he whispered to himself before he suddenly vanished from sight, leaving behind only trails of red lightning in his wake.

Villains: Killer Frost
Plot: Obsessed with trying to corrupt and remove Barry's connection to the Speed Force as a whole, Eobard travels through the Negative Speed Force. During his travels through it however, he finds that certain objects have been sucked into it, and during their time there have been imbued with Negative Speed Force energy. Surmising that if he can pierce the flash with something small, something insignificant without the other knowing about it, he can negatively infect the Flash and make him that much easier to kill, or destroy.

Plot: Thawne travels throughout time to various points of Barry's life, inspecting his upbringing from various angles and time periods, effectively stalking and learning everything he can of Barry before he becomes the Flash. Then after doing so, travels back to the present to engage the Flash in a battle. Throughout it all, he will show Barry what he believes to be the errors of his ways, while simultaneously taking him on a trip throughout history to try and interrupt his life at various points, in full view of the Flash. To torture him one more time, to see the light fade from his eyes as the lightning leaves his body when his past is erased...
